132ND STREET RETAINING WALL REHABILITATION
CONTRACT 3-2025
Lemont Township Road District (OWNER) is requesting Bids for the construction of the following Project:
132nd Street Retaining Wall Rehabilitation
Contract 3-2025
Electronic Bids for the construction of the Project will be received by OWNER until September 16, 2025,
at 2 P.M., local time. At that time the Bids received will be publicly downloaded and read aloud via
teleconference. The login information for the teleconference is as follows: (309) 205-3325,
Conference ID 987 5779 2286.
The Project includes the following Work: A construction driven sheet pile bin wall to stabilize the roadway
and existing retaining wall structure along 132nd Street over an unnamed creek in Lemont, Illinois. The
stream crosses under the roadway through two pipe culverts that will be extended and protected with
grouted riprap at the upstream and downstream ends.

For this Project, Bids will ONLY be received and accepted via the online electronic Bid service through
QuestCDN.com. To access the electronic Bid Form, download the Project Documents and click the

The Issuing Office is Strand Associates, Inc.®, 1170 Houbolt Road, Joliet, IL 60431
All Bidders submitting a sealed Bid shall obtain the Bidding Documents from QuestCDN.com.
Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders who
are not on the Plan Holders List may be returned as not being responsive.
The Bid must be accompanied by Bid security made payable to OWNER in an amount of 10% of the
Bidder’s maximum Bid price.
Bidders will be required to comply with all laws, including those relating to the employment of labor and
the payment of the general prevailing rate of hourly wages in the locality in which the work is to be
performed for each craft or type of worker or mechanic needed to execute the contract or perform such
work, also the general prevailing rate for legal holiday and overtime work (including, but not necessarily
limited to 820 ILCS 130/1-12 the “Prevailing Wage Act”) as ascertained by the Illinois Department of
Labor for Cook County, Illinois shall be paid for each craft or type of worker needed to execute the contract
or to perform such work.

If at the time this Contract is executed, or if during the term of this Contract, there is excessive
unemployment in Illinois as defined in the Employment of Illinois Workers on Public Works Act,
30 ILCS 570, as two consecutive months of unemployment exceeding 5%, CONTRACTOR agrees to
employ a work force that consists of at least 90% Illinois laborers. An “Illinois laborer” is defined as any
person who has resided in Illinois for at least 30 days and intends to become or remain an Illinois resident.
The Bidder shall require all subcontractors (if any) to conform with said laws, and any rules or regulations
now and thereafter issued pursuant to said laws by Bidder, his subcontractors, and/or anyone working
through or on behalf of Bidder or Bidder’s subcontractors.
Lemont Township Road District reserves the right to reject any or all Bids, to waive any technicality, and
to accept any Bid which it deems advantageous. All Bids shall remain subject to acceptance for 85 days
after the time set for receiving Bids.
Contract award shall be made based on the lowest responsive and responsible Bidder.
